On Tuesday, August 26, the Monroe County Council voted to approve Simtra BioPharma Solutions’ request for a tax abatement to support the development of a newly acquired 65-acre site in Monroe County, Indiana. The expansion will boost U.S. manufacturing capacity for sterile injectable medicines and create high quality jobs for the community. The request now moves to the Monroe County Commissioners for final consideration on Thursday, August 28. 

Proposed investment: 

The site includes more than 300,000 square feet of available space for expansion under-roof. Plans include an initial $241 million capital investment to purchase, prepare, and equip the facility with its first manufacturing line. Each additional manufacturing line would require approximately another $100 million investment. Each line is expected to create 90 jobs with an average annual compensation of $70,000.   

BEDC support: 

The Bloomington Economic Development Corporation (BEDC) worked closely with Simtra and Monroe County in supporting this expansion and earlier expansions, including the company’s $250 million investment announced in 2024. 

“This project represents more than a facility expansion — it is an opportunity to redevelop an underutilized industrial site and transform it into a long-term asset for our community,” said Jennifer Pearl, President of the BEDC. “Redevelopment can spark economic and social benefits for decades, from increased tax revenues and higher wages to new opportunities for investment and community revitalization.

Project impact: 

Simtra BioPharma Solutions’ expansion is quite significant for Bloomington, Ellettsville, Monroe County and the surrounding region:

  1. Industry leadership: The company’s growth strengthens Monroe County’s position in the state and national life sciences sector, while advancing the community’s position as a hub for advanced pharmaceutical manufacturing. Indiana is #1 in the country for life sciences and pharmaceutical exports (Source: BioCrossroads, 2024).
  2. Wage growth: Simtra has a proven record of job creation and investment in Bloomington, consistently offering wages above local averages. Their average annual compensation of $70,000 is above Monroe County’s median household income of $58,970 and Indiana’s median household income of $69,477. (Source: US Census Bureau.   3. Broader economic impact: The investment has a broader economic impact that includes jobs from redevelopment and long-term operations, plus local income taxes and spending by employees.

Pharmaceutical preparation manufacturing has the following multipliers in Monroe County: Roughly 2.4 jobs should be created for every one at Simtra.   • Redevelopment benefits: Redeveloped sites often attract additional private and public investment, increasing economic activity and business diversity in surrounding areas. Simtra’s expansion builds on a proven local track record of industrial site reuse. After Otis Elevator closed in 2012, redevelopment led to PHOENIXexpansion and, most recently, the arrival of Almvoy American, Inc. in 2025. Similarly, the former Thompson Consumer Electronics site — once home to 1,200 layoffs in 1997 — has since been transformed into a thriving life sciences hub, most recently home to Novo Nordisk.

Transforming unused sites into useful spaces can breathe new life into neighborhoods and enhance livability. Environmental benefits and increased efficiency are also tied to redevelopment. It can reduce sprawl by more efficiently using urbanized land through infill development. Redevelopment can clean up old industrial sites. It also leads to more efficient use of existing infrastructure.
